WP3: Fostering innovation: Paving the way for sustainable cooperation towards the utilisation of R&D results
The objective of this work package was to establish tools and measures for sustainable EU-Russian cooperation in the realm of innovation. Activities were based on a thorough analysis of how EU-Russian research cooperation through FP7 measures had so far contributed to the utilisation of research and development results. This helped to understand the differences between EU and Russian collaborative approaches on excellence of research, smoothness of application process and innovation impact. The information gathered was also be used for an update of a Guide on 'Networking and communication in international R&D projects'.
This analysis was supplemented by a comprehensive study on the current Russian innovation system and its framework conditions with the view of establishing a 'level playing field' and facilitate the deployment of innovative products and services. Also, an assessment of the perspectives of the future development of EU-Russian innovation cooperation was based on the analysis. The analysis was transformed in a handy guide for advice concerning the utilization of (common) R&D results and technology.
This work package also provided support for the integration of Russian innovation actors in European networks. The potential of relevant Russian institutions and organisations (like public and private funding agencies, technology transfer centres and incubators, technology platforms, innovation networks) concerning their integration into European innovation structures was studied. On the basis of this information a concept for sustainable integration of Russian innovation actors into European networks was developed. This implied defining relevant multiplicator-institutions able to provide relevant information and services for SMEs, Technology parks and other innovation players in Russia and its regions. In a second step, awareness rising and networking events targeted to these multiplicator-institutions supported capacity building with view to European innovation procedures, (juridical) framework conditions and support structures for innovation.
By implementing an innovation-related mobility grant scheme for European scholars and innovation actors interested in cooperating with Russia, BILAT-RUS-Advanced helped to foster cooperation with innovation infrastructures in Russia.
